Odisha Information Commission was constituted by Government of Odisha vide I & PR Notification No. 495/2005 dated October 29, 2005. It came into existence on Sunday 20th November 2005 with His Excellency Sri Rameshwar Thakur, Governor of Odisha, administering the oath of office of State Chief Information Commissioner to Sri D.N. Padhi, IAS (Retd.) and office of the State Information Commissioner to Prof. Radhamohan. The Commission had its first official meeting at 10 A.M on Monday 21st November 2005, in its temporary headquarters in the State Guest House, Bhubaneswar. In the meantime, the Commission has shifted to Block B-1, Toshali Bhawan, Satyanagar, Bhubaneswar-751007.

Prof.Radhamohan demitted office of the State Information Commissioner on 30.01.2008 (AN) on attaining the age of 65 years. Sri Jagadananda assumed the office of the State Information Commission to perform as such on 07.08.2008. Sri Pramod Kumar Mohanty, IAS (Retd.) also assumed the office of the State Information Commission on 07.05.2010. Sri D. N. Padhi, State Chief Information Commissioner demitted the office on completion of his term on 19/11/2010. Sri Tarun Kanti Mishra, IAS (Retd.) took over as State Chief Information Commissioner on 20th November, 2010. Sri Jagadananda, State Information Commissioner demitted the office on completion of his term on 06.08.2013. Sri T. K. Mishra, State Chief Information Commissioner demitted the office on 04/03/2015. Sri Pramod Kumar Mohanty, State Information Commissioner demitted the office on completion of his term on 27/04/2015. Sri Laxmi Narayan Pattanaik assumed the office of the State Information Commission to perform as such on 16/06/2015. Ms Sashiprava Bindhani also assumed the office of the State Information Commission on 16/06/2015. Sri Sunil Kumar Misra took over as State Chief Information Commissioner on 03/11/2016. Sri Laxmi Narayan Pattanaik, State Information Commissioner demitted the office on completion of his term on 09/05/2019. Sri Balakrishna Mohapatra assumed the office of the State Information Commission to perform as such on 30/08/2019. Ms Sashiprava Bindhani, State Information Commissioner demitted the office on completion of her term on 15/06/2020. Sri Bikram Senapati assumed the office of the State Information Commission to perform as such on 09/09/2020. Sri Dilip Kumar Bisoi also assumed the office of the State Information Commission on 09/09/2020. Sri Sanjoy Keshari Swain assumed the office of the State Information Commission on 08/03/2021. Sri Sunil Kumar Misra, State Chief Information Commissioner demitted the office on 15/08/2021. Sri Jalada Kumar Tripathy took over as State Chief Information Commissioner on 05/10/2021. Sri Susanta Kumar Mohanty assumed the office of the State Information Commission on 27/02/2023. Sri Bikram Senapati, State Information Commissioner demitted the office on completion of his term on 09/09/2023. Sri Dilip Kumar Bisoi, State Information Commissioner demitted the office on completion of his term on 09/09/2023. Sri Sanjoy Keshari Swain, State Information Commissioner demitted the office on completion of his term on 18/09/2023.

The relevant provisions of the RTI Act, 2005 regarding the working and the status of the functionaries are as follows:

The general superintendence, direction and management of the affairs of the State Information Commission shall vest in the State Chief Information Commissioner who shall be assisted by the State Information Commissioners and may exercise all such powers and do all such acts and things which may be exercised or done by the State Information Commission autonomously without being subjected to directions by any other authority under this Act [Section 15 (4)].

Section 16 (5):

The salaries and allowances payable to SCIC and SIC and other terms and conditions of the service is as follows :

(a) The State Chief Information Commissioner shall be the same as that of an Election Commissioner.
(b)

The State Information Commissioner shall be the same as that of the Chief Secretary to the State Government.

Provided that the salaries, allowances and other conditions of service of the State Chief Information Commissioner and the State Information commissioners shall not be varied to their disadvantage after their appointment.
